Sonoma County is large and semi-rural with rapidly increasing urbanization. 
  The question is, which candidates will most likely accelerate making it another 
  densely populated, polluted, noisy, crime ridden area with little sustainable 
  economic base -- those candidates are the ones NOT to vote for.
  
  For incumbents, we attempt to use their voting record and review their list 
  of major contributors to try to determine who is best using the "know the 
  candidates" issues list. (see list 
  of issues).
The 3rd district race has clearly distinguishable candidates because both have held elected office and the voting record and contribution list that can be tracked.
Tim Smith's contribution list looks like who's who of the developers and polluters list and his voting record reflects it. Smith has also been fined $18,000 for using campaign contributions for personal use.
Noreen Evans in endorsed by Sierra Club and Sonoma Conservation Action because she has been relatively good on environmental issues. She is also been good on citizen's accessibility to government.
